Here's a brief history of Italy/Feliciano I wrote up a while ago. It's very long, but briefly notes more significant moments in history that helped shape his personality/person.
-The Roman Empire, Feliciano's grandfather, is generally agreed to have risen in 27 BC, a few years after this is when Feliciano was born. While Roman civilization had been building for several centuries beforehand in the area, Feliciano only was born just as his grandfather was entering his golden years, and Feliciano got to spend a lot of time with the man and learn from him while he was still alive.
-476 AD, the Roman Empire falls and Rome fades away, leaving Feliciano without his grandfather or any real form of guardian, and with the knowledge that war and the desire for too much power caused Rome to overextend himself and collapse. It left a lasting scar on Feliciano's view of the world, and made him reluctant to participate in war or to become too strong, lest he meet the same fate.
-After Rome’s collapse, the power vacuum caused a scramble to conquer Italian land, and soon Italian territory was divided among Byzantium and the Germanic tribes, which led to mass suffering by way of both famine and epidemics from the loss of organization and stable government. The wars themselves did much to cause even more deaths in the already crippled area- Feliciano’s life at this point was one of pain and turmoil, feeling his very being torn apart by others. His health suffered and he was constantly being shuttled about from greater power to greater power, often as a subservient territory to other empires or Nations.
-The Papacy regained control over central Italy in 756, at which point some order was restored to the area. The Holy Roman Empire got its roots about this time, but didn’t restablish itself as a stable entity until about a century and a half later.
-In the 900s, the Holy Roman Empire (HRE) is properly formed and takes part of Italy under its domain. In the meantime, parts of Southern Italy are put under Islamic rule from the east, although this Islamic control ended by 1061 (presumably the time period where young Feliciano was strong enough to fend off Turkey’s attempt at conquering the area).
-By 1200, the Kingdom of Sicily had formed, making Feliciano's older brother Lovino a stable and powerful, influential kingdom that could stand on his own. But Feliciano/Northern Italy was still divided into city-states, to the HRE, and to the Papacy. Feliciano’s body was pained for quite a while as a result of this division, although he was able to live relatively peacefully in the successful Republic of Venice, which kept his heart strong and allowed him to maintain a sense of identity that carried him through the following centuries of tumult.
-Up to and throughout the Renaissance, many port cities and areas in Italy like Venice and Naples became huge cultural and trade hubs, leading to general prosperity in comparison to the poorer south. Until being absorbed once more into the HRE, Feliciano had been living rather well. (Netherlands comments on the “smell of money” on the Italians.)
-The Black Death in 1300 devastated the Italian population, reducing it by a third, but it paved the way for the Renaissance, where northern Italy in particular experienced the most rebirth and advancements. Feliciano’s sickliness and weakness was not easily remedied, however. Despite this, Feliciano was swept up in the waves of rebirth along with his people, and began to take a much stronger interest in the arts, music, cuisine, craftwork, and other finer points of living.
-From the 1400s on to the 1800s, unfortunately, many Italian territories were war-torn, and Italian territory was divided among many foreign powers instead of into the local city-states of earlier centuries. The Italian Wars in particular involved both French and German powers taking over Italian land. Feliciano's spent a lot of his history being kicked around by other nations, and the poor guy's still technically a child at this point, too. Towards the end of this period, Feliciano and HRE confess mutual feelings for each other, however, HRE goes off to war and never returns, being killed by France in the ensuing wars. One more reason for Feli to really hate war- now it's claimed his first love, too.
-Notably, Napoleon’s invasions in 1796 served to unite most of Northern Italy together after centuries of being divided, which led to the Risorgimento, the desire and process of reuniting both halves of Italy. To do this, the struggle for unification was waged mostly against the Austrian Empire and the Hapsburgs, which still controlled a considerable amount of northern territory. Feliciano struggled terribly to convince his older brother, Lovino/South Italy to get his king to unify with him, but the Kingdom of Sicily was reluctant to unify with the relatively unstable and divided North, Feliciano.
-Risorgimento is generally accepted as starting in 1814 and ending with Italy’s successful unification on March 17, 1861, the Italian brothers’ birthday. The Kingdom of Italy is established and the brothers enter a political marriage of a sort, now coexisting as one entity. This is unusual, and in his universe canon has been seen to be a singularity, where two personifications share the same Nation's livelihood.
-The end of the Franco-Prussian war in 1870 allowed Italy to reclaim the Papal states and finish complete unification of Italian territory. Feliciano's body is starting to regain its health and become more politically stable.
-In the late 1800s, industrialization began in Italy. At the time, so much focus was on keeping Italy united and defended against other European powers, that internal structure began to decline, and the population was discontent. And so his health sinks again. Feliciano's always been the weaker brother, in some aspects.
-Italy participated in WWI- at first, allies with Germany for the sake of defense, and then going to war in an attempt to win more land back from the Austrians. Inflation and lack of proper wages in rural Italy led to further discontent of the people, especially those who didn’t want the war to begin with. Unfortunately, Italy only gained small parts of the land it was originally promised from winning the war, which completely negated the entire purpose of having gone to war in the first place. Feliciano's general aversion to war only grows as a result of this, since his attempt to win back his own land through war failed and his enemies got to keep the land that had been taken from him in centuries past.
-Continued government corruption led to Fascism coming to power in Italy, just in time for WWII, where Italy became more of a “puppet state” for Germany during the war. It has been regarded to have been a bad move for Italy to make an alliance with Germany, and by the end of the war, the Allies had taken control of Italy and Italy had turned against Germany, its main ally. Feliciano personally never liked Mussolini, who took over Italy with help from German military. He was especially upset when the man stated that his goal through the war was to make Italy a “New Roman Empire”- Feliciano was obviously not very motivated during the war, as he canonically refuses to make the same mistakes his grandfather Rome committed. He did not want this war, nor the goal of imperial power accomplished. Mussolini’s puppet state caused severe distress and suffering to the Italians during this time, weakening the country further.
-WWII’s end and the will of the Italian people and Feliciano himself brought the end of Fascism and Mussolini’s removal from power, and since then Italy has transitioned into a Republic, which it remains to this day.
-The last few decades have been relatively peaceful, and for that, Feliciano is grateful, although he still feels the aches and pains daily of a corrupted government and organized crime which continues to slowly cripple his nation and his body like poison. Venice is slowly sinking, which also adds to his physical distress, as Venice is still his heart to this day.
-Since his birth, however, there is one constant trait: his tie to the sea. Feliciano was borne of the sea, his heart-city of Venice being a thriving maritine trade city for centuries, and an ever-active cultural hub. Feliciano sometimes jokes about being the bride of the sea or otherwise married to it. After all, his name derives from the city's name. Veneziano: of Venice.
Personality: Most of the time, Feliciano is very bright and bouncy, and playful, although sometimes clueless and naive-seeming despite his age. He loves to joke around though, and in the right mood he can be downright mischievous- he really is a troublemaker sometimes. He's generally quite friendly and open, and he's an incurable humanist and optimist, sometimes to the points where his bright energy can become grating to the nerves of more serious or pessimistic people. He can be clever and quick-witted, and his creativity and romanticism can make him wax poetic about anything if you give him the time and energy for it.
Feliciano is very much a team player, and is good at collaborating with others. He's a social butterfly, and thrives when he's around other people. As such, he's prone to loneliness and depression if he's left on his own too long- in fact, he's been shown to have an explicit fear of being alone, and being abandoned by those he loves. He's one of the most loyal people you'll ever meet, despite how flighty he can be about trivial things. When it comes down to the wire, he won't abandon you.
His self-worth has suffered somewhat by the constant attacks (from other Nations) and general suffering he faced growing up. He especially worries about being considered useless, and as a result tries his best to be as helpful as he can be so as never to be called that again, as well as to avoid becoming a hindrance to his loved ones.
Feliciano is, by nature, a sympathetic person. He’ll do his best to try and make people smile. He’s also very (and sometimes overly) trusting and very accepting. Being such an empathetic person, he is often easily moved by others' emotions and struggles, and may get himself involved in matters he doesn't actually have any place sticking his nose in, because he's trying (if misguidedly) to help.
Despite being clueless about matters in his own life sometimes, Feliciano’s often the person people come to for advice. He has very good advice simply because of his honest and sincere views on life, and he can be terribly observant as long as it doesn't involve observing himself. He truly wishes to help others and tell them what he thinks will be the most helpful thing for them to hear at the given moment. (Although sometimes his blunt honesty makes the situation worse- he's definitely caused offense unintentionally on more than one occasion.)
He’s very affectionate and touchy-feely. It’s not unusual for him to kiss people on the cheeks, hug spontaneously, play with people’s hands, hold people’s hands, or cuddle. His constant physicality can be surprising or uncomfortable for some others, but Feliciano is so used to physical affection and touch that usually his friends become quickly acclimated to Feliciano's mannerisms, usually just calling it a "Feliciano thing." ("Feliciano sleeps naked, that's just a thing he does. Don't worry about it.") He's also a rather shameless flirt, and coy when he sees someone he likes, but he's generally not one to make the first move past flirting. He prefers to coax others to make the first move, instead. He's also rather comfortable with showing skin or even going about nude, but he'll be mindful of others' boundaries.
While instances of this are rare, Feliciano can harbor intense dislikes of people, although he tends to forgive quickly, and for the most part tries to at least be cordial even with the people he dislikes. After all, he tries to avoid fights. He's seen far too much war and conflict for one inhuman lifetime, he thinks. He whines more than he actually picks fights with people, since he's found melodramatic whining to be an effective way to fuss about something without ruffling too many feathers. He also prefers to run away from confrontation rather than continue it. If forced to fight, however, he does have the ability and fortitude to do so, even if he hates to. He didn't survive as long as he has by always playing nice, although he doesn't look fondly on those memories.
He presents as a bit childlike, but this is not to be mistaken with his true nature- someone very old and very wise who has seen far too much. Sometimes his more intellectual and aged side comes out and catches people off guard, especially since it's strange to see a laughing baby-faced twenty-year old suddenly giving you a tired, old smile and a line about how humans never seem to change. (Or, on a more light-hearted note: "Humans are so innovative! I remember when I still had to make journeys on foot by the Roman roadways.") He can also be very emotional, a hopeless romantic, and generally awful at bottling up his feelings, so someone will more than often have to deal with Feliciano crying. Although he tries his hardest not to cry, admittedly. After all, he's too old for tears, as he'll constantly remind himself, but he's always made a habit of wearing his heart on his sleeve. ("At least one of us has to stay honest most of the time.")
Feliciano can be stupidly selfless, but just as easily can be really selfish, it's one or the other with him. He is a nurturing spirit and loves to care for others and help them, and he tries hard to be helpful and useful to those he cares about. It's also why he loves gardening and animals so much. (Seriously, he will waste so much time chasing cats.) However, he's internally constantly seeking to be spoiled and given attention and affection, and he may often act on that impulse and playfully whine and fuss to be given attention, or more annoyingly demand it to the point where he irritates those around him. He wants to make sure everyone lives well and lives happily, but he also wishes someone would be looking out for him too, and sometimes it gets him into trouble.
Sex: He's a shameless flirt, but actually gets rather flustered when someone flirts with him first with the intentions of sex, because he's not actually used to... scoring? Poor thing- he's often too feminine and petite to get ladies' attention, and often men who are interested in men like more masculine guys as well, so he's used to striking out when he tries to flirt. So when someone shows actual interest he gets flustered, but he's very eager to please, and quite the partner!
Still, he's been an adult for over a century and a half, so he's still got a good share of experience under his belt (puns!) with all genders of people because even if he has trouble bedding humans, he's certainly had quite the number of rendezvous with other Nations. He enjoys sex and is very comfortable with casual sex. He probably has some hesitance with trying new kinks, if only because he's used to more vanilla things- but he's curious, so he can probably be easily coaxed to try new things, and will probably discover many things he likes! He does know he's a bit of an exhibitionist, and also that he likes being pinned/restrained/tied up, but is shy to admit either kink.

-Very speedy healing and ability to recuperate from any mundane injuries (mundane meaning not related to the state of his Nation)
-Speaks a language restricted to Nations, along with several of modern Earth's languages, and Latin
-National Aura: has the ability to influence his own people (ex: most often to induce a sense of affection, familiarity, protectiveness or safety from someone who would otherwise be a stranger). Is also able to feel the current state/well-being of his nation and people. May or may not come into play once he leaves his universe.
-He can also "world-step" which is an odd form of pseudo-teleporting that simply lets him traverse great distances in only a few strides. (I'm guessing it's some form of space compression or dimensional warping, because Nation nonsense. Canon doesn't explain how they do this, and oddly Nations are seen both using mundane transportation as well as the world-step.)

He drowns, because it has never been F I R E that is his, it has never been flames to ignite his spirit and blood. It was always been water, the sea, the roaring rivers and screaming oceans and peaceful ponds and quiet little broken creeks, bubbling with carefully-hidden memories.

Consciously or not, Roderich taught Feliciano of caution, of quiet steel in a warmonger’s gaze and the venom in an empire’s blood, of strategy and battle, pride and deceit! All while the child quietly watched from the halls, listening as he swept, watching as he dusted, as the man who (owned) him conversed with nobles and generals.
Feliciano had learned how to survive, but maybe he’d forgotten to live.

He didn't survive as long as he has by always playing nice, although he doesn't look fondly on those memories.
He presents as a bit childlike, but this is not to be mistaken with his true nature- someone very old and very wise who has seen far too much. Sometimes his more intellectual and aged side comes out and catches people off guard, especially since it's strange to see a laughing baby-faced twenty-year old suddenly giving you a tired, old smile and a line about how humans never seem to change. (Or, on a more light-hearted note: "Humans are so innovative! I remember when I still had to make journeys on foot by the Roman roadways.") He can also be very emotional, a hopeless romantic, and generally awful at bottling up his feelings, so someone will more than often have to deal with Feliciano crying. Although he tries his hardest not to cry, admittedly. After all, he's too old for tears, as he'll constantly remind himself, but he's always made a habit of wearing his heart on his sleeve. ("At least one of us has to stay honest most of the time.")
Feliciano can be stupidly selfless, but just as easily can be really selfish, it's one or the other with him. He is a nurturing spirit and loves to care for others and help them, and he tries hard to be helpful and useful to those he cares about. It's also why he loves gardening and animals so much. (Seriously, he will waste so much time chasing cats.) However, he's internally constantly seeking to be spoiled and given attention and affection, and he may often act on that impulse and playfully whine and fuss to be given attention, or more annoyingly demand it to the point where he irritates those around him. He wants to make sure everyone lives well and lives happily, but he also wishes someone would be looking out for him too, and sometimes it gets him into trouble.
Sex: He's a shameless flirt, but actually gets rather flustered when someone flirts with him first with the intentions of sex, because he's not actually used to... scoring? Poor thing- he's often too feminine and petite to get ladies' attention, and often men who are interested in men like more masculine guys as well, so he's used to striking out when he tries to flirt. So when someone shows actual interest he gets flustered, but he's very eager to please, and quite the partner!
Still, he's been an adult for over a century and a half, so he's still got a good share of experience under his belt (puns!) with all genders of people because even if he has trouble bedding humans, he's certainly had quite the number of rendezvous with other Nations. He enjoys sex and is very comfortable with casual sex. He probably has some hesitance with trying new kinks, if only because he's used to more vanilla things- but he's curious, so he can probably be easily coaxed to try new things, and will probably discover many things he likes! He does know he's a bit of an exhibitionist, and also that he likes being pinned/restrained/tied up, but is shy to admit either kink.

Powers:
-Immortality tied to the state of his Nation
-Very speedy healing and ability to recuperate from any mundane injuries (mundane meaning not related to the state of his Nation)
-Speaks a language restricted to Nations, along with several of modern Earth's languages, and Latin
-National Aura: has the ability to influence his own people (ex: most often to induce a sense of affection, familiarity, protectiveness or safety from someone who would otherwise be a stranger). Is also able to feel the current state/well-being of his nation and people. May or may not come into play once he leaves his universe.
-He can also "world-step" which is an odd form of pseudo-teleporting that simply lets him traverse great distances in only a few strides. (I'm guessing it's some form of space compression or dimensional warping, because Nation nonsense. Canon doesn't explain how they do this, and oddly Nations are seen both using mundane transportation as well as the world-step.)

Feliciano gasps and the ocean swallows his heart, words drowning him like the rising tides of the Adriatic Sea, of the lifeblood that once made him powerful. Now, it just makes him closer to { fading } away. He chokes on words he can’t force out, rivulets of sea-salt water running down his cheeks as he feels the waters rising in his heart once more.
He drowns, because it has never been F I R E that is his, it has never been flames to ignite his spirit and blood. It was always been water, the sea, the roaring rivers and screaming oceans and peaceful ponds and quiet little broken creeks, bubbling with carefully-hidden memories.

And for a fledging nation, growing up meant W A R.
Consciously or not, Roderich taught Feliciano of caution, of quiet steel in a warmonger’s gaze and the venom in an empire’s blood, of strategy and battle, pride and deceit! All while the child quietly watched from the halls, listening as he swept, watching as he dusted, as the man who (owned) him conversed with nobles and generals.
Feliciano had learned how to survive, but maybe he’d forgotten to live.
